# Legislate overview

> Use Legislate as the validated team-document archive.

Legislate remains a valid TextMine surface. In the current product model, it is the publication and team-document archive rather than another name for Vault.

## How Legislate relates to Vault

Vault is where documents are uploaded, imported, processed, classified, tagged, reviewed, reprocessed, and analyzed. Once a document or its extracted data is validated, it can be published from Vault to Legislate.

Legislate is where published team documents can be listed, searched, and reviewed as validated archive data. Workbench treats Legislate/team-document inventory as a separate read target from active Vault documents.

## Publication lifecycle

A common lifecycle is:

1. Import or upload the source document into Vault.
2. Assign or confirm the document type.
3. Process the document and extract tags, tables, entities, or image-based evidence.
4. Review and validate extracted values in the Vault editor.
5. Run any required playbooks, approvals, reports, or workflows.
6. Publish the validated document from Vault to Legislate.
7. Use Legislate for archive search, team document review, and comparison with future Vault activity.

## When to use Legislate

Use Legislate when the task is about:

* Published team documents.
* Validated archive data.
* Documents already sent from Vault to Legislate.
* Comparing published archive content with active Vault content.
* Workflows that publish documents or respond to publication events.

## When to use Vault instead

Use Vault when the task is about:

* Document upload or provider import.
* Processing or reprocessing.
* Document types and extraction settings.
* Default tags, custom tags, chained tags, entity tags, image tags, tables, and embedded image detection.
* Ask Vault and reports over active document sets.
* Human validation in the Vault editor.

## Workflows and Legislate

Workflows can publish documents to Legislate after validation or approval. They can also react to publication-related events where configured. Use approval steps before publication when a workflow could move documents into the validated archive.

## Workbench behavior

Workbench routes Legislate inventory questions to Legislate/team-document reading. It should not answer those questions by searching Vault unless the user explicitly asks for Vault, or asks to compare Vault and Legislate.

## Agent guidance

Agents should not assume a Vault document has been published. When the user asks about validated archive data, search or reference Legislate. When the user asks about processing, extraction, tags, or validation, use Vault. When comparing both, name which answer came from Vault and which came from Legislate.
